Community Land Scotland supports much of the aspiration in the National Planning Framework 4 (NPF4) draft document – a long term plan for development and infrastructure in Scotland to 2045 to support sustainable and inclusive growth – particularly for rural repopulation and community wealth building.
However, substantial changes are needed on the specifics of the policy to make it implementable.
In this submission we propose the changes needed to fulfill the interests of our members. Taken together. Our proposed changes set out a planning policy framework which complements the Scottish Government’s commitment to land reform and community ownership, aligning to deliver Scotland’s land for the public interest.
