Community Land Scotland has responded to the current Scottish Government consultation on the creation of the new `Register of Controlling Interests in Land’. This new register is required by the 2016 Land Reform (Scotland) Act and was a matter strongly argued for by CLS during the passage of the Bill through Parliament, in order to secure complete transparency in who really owns large parts of Scotland currently owned through overseas shell companies.
CLS worked very closely with Global Witness during the passage of the Bill on this issue as they have very considerable expertise in these matters. CLS has continued to work closely with Global Witness on this issue and rather than submit separate responses to the consultation, CLS has agreed to back the very comprehensive Global Witness response, while adding a few complementary arguments about the policy justifications for this new Register.
